As severe weather and flooding continue to impact parts of Texas, we want to share the latest situational briefing from the Texas Division of Emergency Management (TDEM), including key updates on emergency declarations, transportation waivers, safety measures, and support resources.
Emergency Declarations
Governor Abbott has expanded the State Disaster Declaration to include additional counties in response to ongoing flooding and severe weather.

In total, more than 1,300 personnel and 900 vehicles and equipment assets have been deployed by the State of Texas.
Over 15 state agencies are currently responding to the flooding threats across the state.
As a reminder:
- Motor carriers providing disaster relief are temporarily exempt from certain federal motor carrier safety regulations (Title 49 CFR Parts 390–399) and maximum driving time regulations (Title 49, CFR, Part 395.3).
These exemptions do not apply to CDL requirements, controlled substance testing, hazardous materials transport, or carriers under Out-of-Service Orders.
State Operations Center Activated
The State Operations Center (SOC) has been elevated to Level II – Escalated Response, now operating 24/7 to coordinate emergency response efforts statewide.
Weather & Flooding Outlook
- Any additional rainfall over saturated ground in the Hill Country and Central Texas may lead to flash flooding.
- Marginal risk for severe storms persists in the Panhandle through Thursday.
- Heat index values expected to climb into the high 90s and 100s through the end of the week.
- Ongoing river flooding risks remain, mostly minor to moderate in severity.
Emergency Resources & Response
Multiple state and federal agencies are mobilized across impacted regions. Current response operations include:
- TDEM: Incident Management Teams deployed to Regions 6 & 8
- Texas DPS: Law enforcement support, tactical marine units, air support
- TPWD, Coast Guard, Texas Military, and Task Forces: Air, water, and ground rescue operations
- Texas A&M Forest Service, AgriLife, and Vet Teams: Public safety, veterinary, and agricultural support
- DSHS & EMTF: Emergency medical teams in active posture

- ERCOT reports no power supply concerns at this time, though localized outages are possible due to wind and falling debris
